Quebec construction inquiry urgent, anti-collusion official says

A public inquiry into corruption, collusion and mafia infiltration in the Quebec construction industry would serve as a powerful deterrent to criminal activity, says Jacques Duchesneau, the head of the Transport Ministry’s anti-collusion unit.

During testimony before a National Assembly committee Tuesday, Mr. Duchesneau said police investigations may help put criminals behind bars, but they were ineffective in eliminating a well-structured system of corrupt practices.

Opposition members expressed satisfaction Tuesday night that Jacques Duchesneau, who investigated collusion to fix public-sector construction contracts, favours a public inquiry into corruption in Quebec’s construction industry.

“It is time for Mr. Charest to behave like the premier of all Quebecers rather than the leader of the Quebec Liberal Party,” said Nicolas Girard of the Parti Québécois, urging Charest to call a public inquiry.

Criminal gangs are making long-term investments in match-fixing, purchasing clubs and organizing referee training camps as part of their infiltration of soccer, according to FIFA’s security chief.

Chris Eaton said that, as part of its response, FIFA, the sport’s governing body, wanted to provide witness protection for players who came forward when they were approached by match-fixers and would consider rehabilitation for those corrupted at a young age.

Is there any good news at all in that terribly discouraging report on how political parties and Quebec's Ministry of Transport systemically enable organized crime and construction companies to drive up the cost of publicworks projects?

Yes. There's at least one unit within the provincial government that is manifestly earnest (as distinct from rhetorically earnest) about uprooting corruption. This is the squad that produced this week's devastating report. The squad, headed by Jacques Duchesneau, was created by the Ministry of Transport to cast light on shady practices in road construction.
