Code to improve relations between minister, bureaucrat

The New Democrats have released a reform agenda they say would restore the badly frayed trust between public servants and politicians.

The plan was unveiled Friday by Paul Dewar, the NDP incumbent in Ottawa Centre, and Nycole Turmel, a former president of the Public Service Alliance of Canada who is the party's candidate in Hull-Aylmer.

The NDP program includes a code of conduct for ministerial staff, eliminating a legislative provision that allows the appointment of an unlimited number of special advisers to ministers, and independent oversight for all cabinet appointments to positions in the public service and federal agencies and board.

Despite the adoption of a law for the protection of whistleblowers and the creation of a Public Service Integrity Commissioner, the Conservative government has not kept its promise to stop harassment of public service whistleblowers, New Democrat MP Paul Dewar reported yesterday.
