Ottawa RCMP officer sues force for $26 million

An Ottawa-based RCMP officer, who was at the centre of a probe into mismanagement of the agency's pension and insurance funds, is suing the force and several current and former high-ranking members for more than $26 million.

According to a statement of claim filed June 4 in Ontario Superior Court, Staff Sgt. Mike Frizzell was assigned to the probe in 2004 and during the investigation -- dubbed Project Probity -- he and other investigators uncovered millions of dollars that had been diverted from the RCMP's insurance and pension funds to cover agency expenses.

Yet, when he started to voice concerns about the alleged improprieties, he attracted the "ire and rage" of the force, was threatened and harassed, and ultimately pulled from the investigation, according to the claim.

OTTAWA — A Mountie sergeant who wanted to widen an investigation into the misuse of money from the RCMP pension and insurance plans says one of the force’s senior officers muzzled the probe.

Staff Sgt. Mike Frizzell told a Commons committee Tuesday that then Assistant Commissioner David Gork told him the investigation had no mandate to try and find whether anyone profited from contracts that broke federal procurement rules to outsource the administration of the insurance plan.

But none of this will surprise anyone who has been following the RCMP’s activities beyond the Musical Ride. The repeated debacles that we have seen over the past few years are what one might expect in a third world police state, but not in a proud democracy like ours.
